In real estate we talk about “deferred maintenance” when it comes to a seller not taking care of their home.
There’s a number of examples such as broken windows. If those broken windows have not been replaced and water has gotten into the house and now caused some water damage to the floors, that is called “deferred maintenance”.
They didn’t fix the window and it caused another problem.
